Magento - Advise on, install and setup transaction and newsletter email system.

We run a large magento store and are experiencing issues with mail not being delivered to Hotmail, MSN and other MS based email accounts.
We want a developer to assist us in integrating a new email solution ( For example MageMonkey - Mail Chimp Mandrill etc ) .
Once you have advised us on the correct soltuion, we will buy the modules and SMTP accounts etc, will then need you to help install and setup the new email system so that it works and to ensure maximum delivery rate for our transactional emails.
We would also like the new system to replace our existing Sendblaster + [url removed, login to view] newsletter setup.
In your quote, please put together a plan of action for your approach to this project. We will require regular communication to ensure we are working towards our goal.
