Single page CMS responsive website

One page responsive CMS website is needed. Bootstrap 3.0 is required.
I already have desktop version completed and I will provide you a PSD design for mobile page.
Important: I need to be able in the backend, as administrator, to change and manage each content of the website meaning this website should be built in a way that I can maintain and modify it. So you should work with a CMS and hopefully one that is commonly and easy to use. Site will be multi-language and adding new languages should be easy.
I need someone with experience and can work on their own initiative to create this website. I want you to program and ensure high quality of the code and its security.
The project should be finished asap, so please do not bid if you are busy with other projects in the next couple of days.
Important: the payment will be released in one milestone when the job is completed.
You can build the website on your own server first if this will make things easier for you. Once the website is tested, working and completed on your server, then this will be transferred to our server where it would be tested once again. If all is working fine we will release the milestone.
We have several other projects in plans and we hope to continue our cooperation later as well.
