Bulk Upload Transaction CSV file

To bulk import the content of csv file and assign a unique transaction id for each transaction being uploaded or imported from csv file. It should not assign the transaction id that has been already assigned to the existing transaction in the database. Create a stored procedure in MS SQL 2008 or other version that will accomplish the above objective. Refer to document attached herewith for processing steps and more details.
