With different User role like Admin, Manager, Employee and Client.
In this role admin can create a different company with manager role and manager create employee role and client register himself.
Client post his question and manager check that question and assign to particular employee that employee give answer and that answer also sent in mail.
If client satisfied with that answer that client give rating to manager and employee
