Setup Nginx Loadbalancer

Need to set up correctly nginx loadbalancer with this logic:
users request example:
[url removed, login to view]
here we need to get the variable "file1" and choose the right server. Try host1, if 404 or 502 then go to host2. All future requests for the same "variable" must be going to the "last_used" server until switching to next because of 404/502 error.
This logic does not seem to be any of the most common used modes in nginx - round robin, least_conn or ip_hash.
