I need this to get fix by today itself, so people who can deliver same day please bid

I have an .mp4 video that I need to run as an RTSP video. This means I should be able to access the video using the following URL: rtsp://localhostip:8554/h264 with VLC Media Player's 'Open Network Stream' option. When I paste this URL into VLC, I should be able to see the streaming, and anyone should be able to view the stream. You can use any language for this, preferably using Node.js
