Motion Comic style animation

I need someone who can make hand drawings, mostly of people in an environment, then put them in 3D spaced scenes with a slow camera-animation. In addition, suiting soundeffects are to be added. Like simple motion comics style. Maybe some small movements with hands, head, leaf blowing etc.
Info:
13 different scenes. Aproximately 10-15 seconds each.
Illustration, small animated movements, and some sound-effects.
Voiceovers are being given to you, to put on top of the animation.
Delivery date: Preferably early april.
