Row Height Table Fix To Display the Same in Internet Explorer and Firefox

I would like a table to render exactly the same in Internet Explorer and Firefox. IE is working fine while Firefox doesn't display how I would like.
The solution must use HTML 4.01 Strict

The problem is that even though I have set the height to 9 pixels, Firefox is displaying it as more than 9 pixels.
