Interstitial (commercial break) full page script

We need a full page interstitial script with a top frame that has a SKIP AD button with following specs:
Must load very fast
Must work perfectly with all versions of Internet Explorer, FireFox, Opera, Safari etc.
Other features:
The possibility to disable one or more of the above browsers in the script easily
Be able to enable/disable a count down before the SKIP AD button becomes clickable (ex. after 10 seconds) and/or when the ad has been loaded.
Be able to set WHEN the script should show the interstitial ad. ex. after the script been loaded 3 times.
The script MUST work with latest version of [url removed, login to view] (and of course outside openx too).
