I am developing a website in Arabic (utf-8). It is a free online for books and audio download (pdf & mp3)
the file names are in Arabic.
Therefore I encode all my file names to percentage encoding format using this website [url removed, login to view]

Example:
كتاب.pdf will be turned into %D9%83%D8%AA%D8%A7%D8%[url removed, login to view]

The problem is that i HAVE TO be connected to the internet to be able to encode the file names, which is not always available.

Therefore, I need a piece of software or other solution that enables me to encode the file names while I am offline. I need then to be able to copy the encoded file name to be able to past it in my web page code.
