VB.net SQL Express functions

I need 10 VB.net functions to do the following:

1:function name: fDownload

parms:Source ,Destination, iSize)

Require:

throw exception if the destination is not valid

throw exception if there is not enough space to extract it

download the file

2:function name: InstallSQLExpr

parms:Source,DestinationDrive,saPassword

call fDownload(Source,DestinationDrive & "\temp",100000000)

Install "SQL Server 2005 Express Edition"

Set "Authentication mode" to Mixed mode

set sa users password to saPassword

3:function name: InstallSQLExprManagement

parms:Source,DestinationDrive,saPassword

call fDownload(Source,DestinationDrive & "\temp",100000000)

Install "SQL Server Management Studio Express"

4:function name: GetSqlVersion

parms:Server

Require:

Detect what version of SQL is installed: MSDE, 2000 or 2005

return Version (string) function

5:function name: GetSqlIinstances

parms:Server

Require:

return [url removed, login to view] Datatable list of SQL instances installed

return InstanceList (datatable)

(I assume authentication is set by instance?)

6: function name: GetSqlMixedMode

parms:Server, sInstance

Require:

detect if authentication mode that is being used is "MixedMode"

return True Or False

7: function name: RestoreDatabase

parms: SourcePathAndFile, NewDatabaseName, SqlInstance, saPassword (?)

Throw exception if DatabaseBase exist

Throw exception if Instance exist (?)

Restore the database

8: function name: IsIISinstalled

parms:ServerRequire:

detect if IIS is installed

return True Or False

9:function name: IsDotNet11installsedparms:ServerRequire:

detect if .Net 1.1 is installed

return True Or False

10:function name: IsDotNet20installsed

Require:

detect if .Net 2.0 is installed

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

I am trying to automate the installation of SQL Server Express and SQL Server Management Studio Express along with my application. The files that you need to install can be downloaded from here:

I expect you to do ALL of the testing and I would like daily progress reports.
