I need to create a website from scratch that looks like this one:

We need to have search function, different categories that show video's that have the proper tag on them.
We need to have a way for users to upload videos, and the staff to easily upload videos as well.
There needs to be a place to register, and post comments on different videos.
Down the road I want to add the option to have live cam feeds.
This can wait though...
Let me know if you think you are qualified to do this.
We want it to be simple like [url removed, login to view] but look a lot nicer.
Please post what the overall project cost would be.
We will have two time frames to send payment, one payment worth half the value half way through, the other payment at the end.
