Drag-and-drop-system like Mailchimp editor for Wordpress.

We need a system/plugin (for wordpress) that allows people, with or without a account, to drag and drop web-elements.
They need to be able to create the lay-out of a couple of pages with columns.
Then they need to fill the columns with content
At the end of the process they will fill in their personal details and click the send button. After this all the web-elements and content need to be send to us via e-mail (a bit like a multi-step contact-form, only now it is interactive)
So the system need the following:
- Drag and drop columns in a page
- Fill the columns with content (navigation bars, footers, text-boxes, videos, images, sliders etc.)
- Send the information of the lay-out and content via mail to us
- Or if that is easier to make: safe the lay-out and content in the system/plugin so we can find that info there.
All the elements are designed by us and we will provide them.
I include a couple of images so you can see what kind of elements we want to drag and drop.
Please let me know how long this will take to build and what it will cost us to build.
