SEO for a single website

This is for a one-off SEO of a website, optimising only the website itself and **not** providing any backlinks or other externally-influencing factors. The candidate for the job must be experienced in SEO; have an existing portfolio of clients who have had SEO services, and must have reasonably fluent English speaking skills, with English being their native tongue being very desirable.
The candidate will also have knowledge on Google Sitelinks (example here: <[url removed, login to view]>) and advise and implement code for the website to have Sitelinks generated by Google when the business name is googled. This will ideally be demonstrated through prior work where a client of yours has a website that has sitelinks generated for it.
The candidate will also check the site code and any web-based nuances that have effect on overall search engine ranking and advise us accordingly of any potential improvements to be made.
The candidate must be able to rationally explain all the changes proposed and present them to us so that we may apply them. The candidate will need to recursively wget the website so that they may work on it. If the changes are too vast to propose by way of explanation, we expect something like a patch for each page whereby the patch outlines which lines to delete, to add and to modify.
