Android app that takes photo of license plate

I need an android app that can take a picture of a license plate using the built in camera, and then convert it to text accurately.
It should be able to pull in an XML config file to define other fields (drop down and text)
It should also geotag each photo along with an address.
The app should save all of the data locally and should either upload on a set schedule or manually (based on the config).
The app should also have a mode where it can just watch a live video from the camera, and whenever it sees a license plate it will activate and convert the license plate number.
You will deliver 4 different APKS.
1: Image based license plate recognition, take a picture with the android phone and convert license plate to text. Allow other field inputs along with license plate
2: Video based license plate recognition, find license plates in video, convert them to text, upload to server periodically.
3: Video based counts - count the number of people crossing a line, the direction they are crossing, etc. Do the same with vehicles.
4: Video based recognition - create zones on the phone, send data on which zones are occupied or vacant by a car
Milestone release schedule:
1: When demo of version 1 is created and working
2: When demo of version 2 is created and working
3: When demo of version 3 is created and working
4: When demo of version 4 is created and working
5: When all versions are completed
6: When all versions source code uploaded
Each milestone will be 1/6 of the total project amount.
