Admin panel with client details

I have a database built already with several tables. The tables hold my client information.
I want a admin portal which can do 3 things, add new clients, view existing clients and edit existing clients. I also need a login page.

The files will be in .../portal/staff/
[login to view URL] will just be a login page. No ability to create a new account etc.

The tables have primary keys and indexed so they can link to each other. I just need someone to display it in such a way that I can edit it. I do not require a delete action.
Possibly on [login to view URL] I need a way to change my password. Which needs to be secured using the latest method. I think it is password_hash. However if there is a more recent method please use that.
