Build me two modules in php with mysql

Scope of Work
There are two modules in this
Source File will be a Map , in jpg format.
Module A : Recorder
You have been assigned to develop a php script with javascript to create a utility to record coordinates on image location,
the coordinates are to be saved in a mysql database table.
The program must ask for href ,hyperlink to open when clicked on the hotspot region
The two inputs have to be saved in the table,which the module B will use
Module B : Player
Module B is responsible to read the table and generate html script using the co-ordinates saved by Module A.
The Output will be a HotSpot on a image location , and when the user click on the coordinates a popup will be shown on the same page and href will be loaded in the popup
