Fixing integration bug in magento 1.9

I need to fix a specific bug we have in integration of magento 1.9 website [login to view URL] with 3rd party system (called FRS).
The integration is completed and we created the file, but when we send XML file to 3rd party FRS server each time there is a transaction (They have API call).
From some reason it's rejected the file sending and we get 500 error.
You can see here the code we are using to send.
