Ibilling plugin for new custom pages

Looking to create a plugin to add to the ibilling system.

I need to be able to create custom pages for a client, inside the client's dashboard. The client should not be able to edit the page, only view.
Ideally, I will like to add a link on the main admin dashboard (see image [login to view URL]), where after I click, I am able to create unique Pages for a client,
This happens when I click "New Client tab":
1. Chose the client,
2. Add the name of the new page.
3. Add anything I want to a text editor., hit save.
4. Able to edit the page.
5. Able to delete the page.
Then, On the client side, the pages are listed on the dashboard (see Image [login to view URL]).
I have the system installed and I will give you full access & ftp to create and test the plugin.
