Display a welcome message
Ask the user for their lastname, # bedrooms, # bathrooms
Calculate the subtotal of charges based on the following:
There is a $40 base charge
Bedrooms are $10 each
Bathrooms are $15 each
Calculate the taxes based on a tax rate of 8% (make this a CONSTANT)
Display an estimate to the user that includes the estimated subtotal, taxes charged, and total charges.
Display a thank-you message
