Disable chat and togglevideo in Jitsi [login to view URL]

In the [login to view URL] in Jitsi, I would like to have 2 options included:
1. disableVideoToolbar - boolean true/false that when true, would disable the video toolbar that shows all participant videos (would not show them at all)
2. disableChat - boolean true/false that when true, removes the chat button at the bottom left screen so there is no chat.
Serverless if possible, so when changes are made to jitsi and updated, I don't lose the changes in the config file or code.
