Create an E-mail Marketing website with similar/limited functionality of aweber/ailchimp

Note: This project is to develop a limited functioning SaaS but will demand an excellent platform to build upon. If a developer is familiar with an existing service which can be utilized and scaled to ultimately create a fully functional email marketing service, that would be considered. Otherwise, we are looking to build a ground up platform.
Welcome. We are looking for team of developers to create an email marketing website which can:
Manager Username/passwords, shopping cart and paid subscriptions, with strong security
Allow users to collect email addresses and attributes (first name, last name) from (initially we won't offer plugins/pop ups) website forms.
Let users design emails using preset html templates (limited functionality expected)
Send batch emails to subscribers, or subset of subscribers.
Notes:
-I have all of the design completed through using wireframs, but will need the UI developed.
-I'm not looking for robust features at the onset, but mainly the ability to collect and send emails through back server programming.
-A strong foundation is key as this will be scaled to add more and more features ultimately comparable to aweber and similar competitors.
-For this initial phase, we are not looking to implement cross functionality with facebook/twitter or other.
-Servers have not yet been purchased, would like to discuss with developer on this
to purchase/rent depending on their needs.
Agency freelancers will be considered.
