I need you to develop stablecoin for me.

It must have its own blockchain.

I must be able to mint and burn coins (manage supply).

Optionally set commission for transactions in the network.

There must be coin, GUI/Web wallet, blockchain explorer.

Preferences are Cosmos SDK and Quorum (something like XinFin/Terra etc).

I am not interested in token on other networks and POW coin.

Please mention exact technology stack/solution detail in your proposal, reference of similar project will be a plus!
