3D wall mid-relief model of 2D image

Hello everyone,
for a personal project I need a 3D wall mid-relief model of this 2D image. This model then will be 3d printed.
I know this conceptual design is quite difficult because it has alot of detail and requires a good portion of creativity to "understand" it.
I only need the basic shape modelled since I would like to do the detailing myself via Blender.
As I might do replications with resin, the model musn't have undercuts which would stress the silicone mold.
