I am looking for a twitter program that sends multiple DMs from multiple accounts to multiple twitters

I would like this program to monitor multiple twitter accounts for keywords and then be able to send multiple DMs with name, size, and a special hashtag

ex:

@ABDC tweets

"Twitter RSVP is now open for the "Lebron X" in sizes 8-12,13,14. #LBJshoeX"

As soon as that tweet gets sent out, I would like the program to be able to send a DM under 1 second with that special hastag, a name, and a shoe size.

ex:

DM says to @ABCD

#LBJshoeX, Joe Smith, size 9.5

Must be able to use for Windows 7 computer.
