Making EXISTING Wordpress Homepage to a responsive one for Mobile

The wordpress page is already completely finished and I need a coder making it possible to be responsive to mobile browsing. Right now page is not responsive to mobile and does not switch over but has static elements.
Please let me know if you can do that and write "mobile res" as beginning of your post.
