C++/C# - Write the start of an BASIC windows app - Part #1

Hello everyone,

I'm starting to develop an desktop app (target, Windows >=7), due to this, I need the following software in phases:

Phase 1 - awarding the project task:

- Create by using C++ (preferably, but C# also works) and Visual Studio (preferably), an script/peace of software that will draw an image on the top right corner of the desktop screen (not in the console window, or an window frame, outside of visual studio).

- Make sure the image doesn't disappear or get refreshed or redrawn over it by windows

NOTE: please provide this to me as an .exe file if you wish, if it works, you have proved to me you can do this. I WILL ONLY AWARD THE PROJECT TO SOMEONE WHO CAN PROVE his skills.

Phase 2:

- I will award the project to the person who will be able to do this first (time is important)

- I will provide an initial 1/3 payment

- Change the code you have made so that you can drag and drop wherever you want this image on the screen

Phase 3:

- Once phase 2 is done, I will unlock another 1/3 of the payment

- Final step, I will need to replace that image, with a 3d Object which I will provide.

IMPORTANT: This is my goal, to have a 3d obj moving around, please don't bid if you don't know to work with 3d objs.

- Provide the source code, I will review.

- If all good, I will release the final payment.

Part #1 of the project will be done.
