Design a PCB Shunt for Motor Controller

Need to design a PCB based shunt for 3-phase PWM output of BLDC motor controller with following requirement:

1. Peak Voltage of Motor controller is currently at 48v and we need to reduce it to 15 v

2. Current output of the controller should not be reduced

Please let me know in case of more clarification

Please provide all PCB files:

-layout

-bill of materials

-gerber, etc
