Assistance with getting removed from Blacklist for email -- mainly Hotmail

I have a cPanel server I need some assistance with --

First - is my client email accounts are not able to send mail to Hotmail servers... getting refused because I am blacklisted... now not blacklisted by all or even the normal lists.. seems mostly to effect Hotmail.

Second.. need assistance in stopping.. and/or getting notice when someone on my server is sending out spam.. so I can catch it before getting blocked.

I have other servers I could use assistance on as needed.. so a good job on this could mean additional work.

Someone who knows cPanel is preferred..
