Unity 2d Basketball Simulation

I need a unity game developer to write scripts in C#. The scripts are for a game that I am developing that has some similar mechanics to New Star Soccer.
I need the scripts to Simulate a basketball game
I don't need any animations, just the coding with placeholder art.
Ideally I would love a simulation that goes through the game play by play (Text only - no need for visuals) that stops at certain situations so the user can make a choice...for example... the simulation stops - and then the user has a choice to pass - shoot or dribble, the simulation then continues after figuring out what happens after that choice.
The simulation should be based on the player ratings of who is on the court e.g. defense rating, rebound rating etc.
I would also love to be able to have the simulation have different speeds, 1x speed, 2x,4x etc and also instant sim where no choices are made, it is all handled by the code, but still gives stats like - who scored how many points, rebounds, assists etc.
If all that is too much then I understand as I do have a limited budget! Let me know your thoughts!
