Determining if a Monitor attached to a Computer is ON or Off (VC++)

I want to be able to detect if a Monitor attached to a windows computer is on during working hours. If it is off it needs to write out a text file with the system date, time, and read the computer's name and location from a local file. The program should then idle for a user changeable length of time and then repeat testing. If the Monitor is on it should delete the file indicating the Monitor is off.
I have done a lot of looking on the web and one article held some promise - [login to view URL] It has source code you can download if that helps.
