exe web login for Microsoft Excel

I need an exe project that will prompt user for their name, then check a list of names on my website (php?) for access to a local excel workbook (v2003>). if the name entered exists, the app passes a [url removed, login to view] password to the excel workbook and opens it. if not, alerts the user. if the user is not connected to the internet, the program needs to launch the workbook (if previously opened with validated name) 3 times before forcing user to connect for validation.
