Make a Program for IC Chip Card

I am looking for someone to make me a program to be able to read and write data from an IC Chip card (4442IC & 4428IC). Essentially bank cards. I am using an MSR880 card reader, and it works fine for the magnet strip, but I'm having no luck with the IC Chip transferring.
