Settings mikrotik PCQ / Queue

Hi,
We have a band of 10MB and we would like to share equally in several users.
However there is a user who would like a minimum speed of 5MB.
When the network is in use, it will have a minimum band of 5MB reserved.
And when the network is idle, it can use a maximum of 10MB, as all other users could use the 10MB, but with no guarantee of a minimum speed.
I was able to configure PCQ, but I could not create the rule for this user to have a minimum bandwidth of 5MB.
