Sir, I am a android developer and has experience modifying the stock firmware. so I can edit the system software and could prevent anyone from disabling the GPS or any other settings and also prevent any app installations. I need to get the stock Rom for the device. so I could modify it to satisfy your need. also it is difficult to do all these without having physical access to the phone.
