CONFIGURABLE INTERNET FILTER TO PROTECT CHILDREN FROM ADULT CONTENT

I need a configurable windows service (password guarded) to protect families from undesirable content online. It should be highly configurable, and the algorithm should be intelligent (for example should be able to identify the difference between a adult site on breasts and a medical site on breasts). Parents should be able to override the block or suspend the block as needed.
