So basically, you need to add the functionality for the PayPal installment plan, sounds like the full payment option is already in place and you just need to have the installment plan button included. Sounds pretty easy, I have worked with PayPal issues before that were not so easy, but have always made it work. I would love to discuss this further if you are interested.
