I am looking for someone to hire to do occasional work creating base templates for Drupal following absolute best practices. Requirements: Must be standards compliant HTML5/CSS3 with fallbacks for IE 8+ (graceful degradation) Must follow all Drupal best practices for theme development, coding, and standards Must use reusable frameworks. Zurb Foundation, or Bootstrap, or similar.
