Dear, I'm electronic engineeer with 10 years experience. I already made similar device with additional magnet to hold on smart-meter while reading. It is done with COSEM protocol but it depends which standard you are using. I can design and mechanical part of project and design case and represent rpoduct in 3D before production. We are a company in Egypt working in the area of Electric meter specially smart meters, so this seems a previously done job, I only need to know more details about the project and maybe I could deliver it Immediately. I think you only need a circuit to capture data through the infrared optical port and pass it to the PC through serial connection, kindly confirm that this is what you only need.

hello, reading an electricity meter is my old job, you can have a look my profile. i can design pcb. i used optical port, rs232, rs485. i used obis code to read an electricty meter. and i used dlms cosem for new meters.
