Average data over a user-defined time bin

Hello, I need some data to be preprocessed with Python and Excel (openpyxl and preferably pandas). The program is really simple and is expected to be done in hours. With skilled Python programmers, in an hour. To be more specific: 1. Raw data is in one sheet. Preprocessed data should be written onto another sheet. 2. Preprocessing only include averaging over a specific time bin (the size of time bin should be passed as an argument, i.e., it should not be fixed). That's it.
