Design for penny auction website

Hello to All, I am looking for a Graphic Designer, who also can provide the HTML with CSS of the design. I want to design a Penny auction website. The website will use a similar business model with look, feel, and attractiveness of [login to view URL] but ofcourse we will use the colors in our logo, Also the Mascot of our own. It SHOULD NOT look the copy of the [login to view URL] Notice the drag drop of the in the auctions, Mega view, Different types of auctions, Banners and everything present. Also there needs to be an inactive page too. You can see by opening the [login to view URL] and not to do anything for 10 mins. I also want the interface for IPhone for same website.
