Build a VIN decoder Website for cars and trucks

I need a website that users can register their cars with their cars VIN number and the website will identify their car model, make, year, color etc. if it cannot it will ask users to add their car manually from drop down menu. maybe website can find that information through google then ask the user if it's the right car and not make them able to edited from drop-down menu and add the website database automatically?
