Build a Website for mobile unlocking selling with a checkout paypal

I'm looking a very professional good person who can build a new website to sell mobile phone unlocking service based on a wordpress , I want my customers to be able to submit their phone's IMEI number (verifying that is is a valid 15 digit serial number), their phone model, network/country it is locked to, email address and pay. I would like payment options (paypal). *In the main page it should have a dropdown menu where user can select their phone, network, and input their IMEI. *All content on the pages should be editable from Wordpress GUI *User should also be able to look through different makes/models without the dropdown in home page. *Users should also be able to batch input multiple IMEI numbers for unlock. *Unlock pricing should have multiple prices.. those price points should be able to be set easily and changed as needed. *Checkout should be extremely easy. see examples below The website must be 100% CSS3, HTML5 validated, responsive, and work with all major browsers, old and new ones.
