Build a Website -- 2

I am hoping to design a website with which i can add subscribers to it who pay me a fixed monthly fee. In return for this fee they can use the website further and also add/delete accounts which they create in order to access the material on the website. For example if i want a website where i will give to teachers. The teachers will then further add/delete user accounts of pupils as and when they learn. But ultimately the control must remain with me. I want the result of pupils tests to go back directly live to his/her teacher to see their attempts and other information for example date and time of tests etc. I also want to be able to make small adjustments i.e each teachers name when pupil logs into that particular account. The teacher must have the ability to delete pupils as and when required but i must remain in control of the website overall
