Create website: e-shop or discount web with list of orders to each item/discount-offer

The site should be something like [login to view URL] or e-shop, but it will be on a little different principle: Supplier offers a discount/item which at the same time can use only one customer. the first one who orders will receive a unique code which, after service (if he is happy with it) can shift either to a friend (and there will be a time limit ... f.e. a week) or when he doesn´t know anybody who will use the service/buy the item, the code moves next in order (or if the code expires, the discount/order possibility moves to next customer in list). The system should show discount offers/items and to each discount/item also the waiting customers and the codes with time-expiration-date (clock ticking). i have logo made already, i need graphic design of the web from you based on my concept. Please bid only if you can make on small budget...divide your offer to graphic design and web creating. the more detailed your offer is, the better.
