Design a Wordpress Theme based off an image I provided

I need a WordPress theme developed based off the image I have attached to this post. You can use any existing free theme if you would like as long as it is mobile friendly/responsive. Here is a list of things I need included – I need each category to show up as listed beside the image with subcategories as well separated by a comma – The featured image will be pulled from the wordpress featured image on each post – Both the visit site and join this program buttons will be custom fields – I need the amount of posts listed as the amount of sponsors as shown on the image content header – The sidebar speaks for itself, simply need each category to show is a list of subcategories – If possible allow me to give custom accounts to the actual affiliates in order to respond to people's replies. This may be an existing plug-in I just haven't looked.(Also make these comments nested) – Add the ability for people to rate an affiliate I know there's many plug-ins already available. – In the footer base the top sponsors off of the ratings plug-in – As far as responsiveness make the sidebar go underneath of the content section if somebody is using a mobile phone or tablet to view the website. – Add a space for a description on the actual affiliate post, just make it look clean and fit with the site. I know there's many themes out there already that I could probably use for this but I just don't have the time to edit one right now. I've already had a few offers but I haven't heard back from them thus far. I'm willing to pay around $50 for this since I doubt it's many edits other than the index page and the post page. I don't believe there is anymore that I need at this time however if I do I will contact you back for future work.
