It would be nice to know more about the project. The time of finishing the project depends on the source materials you provide for the map. As well, it depends on the size of the area and the final product. I'm a cartographer since 15 years now, worked in several different countries as a freelance cartographer, has a lot of experience in the field. I will use CorelDraw to do the project, since with this one you can produce nicer outcome than with most other GIS programs, and since this seems to be a project that is aimed for normal everyday use (not GPS navigation), this part is more important. It would be good to know if you want any graphic design or just drawing the map.. That is why I set the price in the mid range of the budget. With more information, I could give a more detailed bid both on time and on money.
