Custom Web Application Needed

Hello, I need a web programmer to design a custom web application for a client of mine that will allow users to design their own sticker sets for Motor Cross bikes. All artwork will be provided, we just need a programmer to put it together and make the application useable. The design can be made in either 2D or 3D. So far, a 2D design requires 4 areas the be customizable, a 3D design would require 6. The four areas are the front bumper, the front-side guard, the rear-side guard and the rear bumper. Users need to be able to upload their own designs or pictures and move them around and then apply them to the bike, much the same as in the program below where customers can do that with the shoes. There also needs to be a number of built-in logos and designs that the customer can simply place on themselves that are already included in the application (these will be supplied). The users also need to be able to select 2 different types of bikes that they want the stickers to be placed on (they are practically the same as far as the stickers goes, just a different design of bike). Once users have designed the sticker sets for their bike, they will need to goto a finish page that will have a picture of the bike with both a direct link to the image of the bike and an embedded code that will allow users to place the image on their myspace or facebook pages (ideally as a default picture). This part is very important as the application is being designed so the business can run a promotion that gets all the users to upload the picture and show it off to their friends. For a 2D version of this, the budget is $1,200AU, however, for a 3D version that is thorough and well done, upto $2,000AU is affordable. A quick turn around and regular updates on how the project is going is a necessity as the project is already overdue. The final product must be similar in user-friendliness to this one... particularly with being able to upload pictures and resize and manouvre them on the screen.
