Dear kurirajesh, I'm not sure about your project description, but for that price it should be simple. Some time ago I did very simple image hosting - in cloud - it was based on Spring MVC and was running on Cloud Foundry infrastructure. So I think your project will be similar? To upload a file and provide url to other people that they can download it?
