Create a static Responsive Javascript driven website with Google Maps

I need a website that does the following: Description: The purpose of this project is to highlight a region on google maps based on zip code. Lets say a zip code "55011" is selected then on the google map we need to highlight that region. We pass the zip code to google maps and then google will render the area. We also need to color code it. Color code means highlight the shared zip code area with our color of choice. Along with the zip code there will be other related infos. Such as population, Gender, average temperature. So when we click a zip code it should select area in zip code, color the region, and then when we hover, it should have a bubble which gives those numbers... like this: Zipcode: 55011 Population: 77,000 Avg. Temp: 28 Degrees Other datas:.... The shaded area also should be on the center of the screen. Basically responsive.
